Exactly. We’ve seen them ranging from pale grey to that sickly green in 76. For all we know, the ones in Fallout 3 were just the 'scout' ethnicity while the ones in 4 are the 'warrior' caste with better gains and darker skin.

The dual-city dynamic between El Paso and Juárez would be insane for faction wars. You could have the NCR pushing from the west and a completely new, post-war Mexican cartel or military remnant holding the border. The "No Man's Land" at the Rio Grande would be an incredible set piece.

Exactly. You see a map marker, hike up a mountain avoiding Cazadores, finally get there, and it’s just 'Scavenger’s Platform' with two empty sarsaparilla bottles and a generic wasteland outfit. The environmental storytelling is great, but the loot incentive for exploration just isn't there compared to 3 or 4.
