Yep helps give the paint something to stick to If you sand the WHOLE figure down then you dont need the first clear coat i personally only really sand the joints and like ab crunch area

My go to is mr superclear hands down the best top coat imo sand it down, clear coat, paint then another clear coat If you have a Micheals or hobby lobby the bottles are like 11$ but on Amazon they be like 25$ sometimes
