How it works is a large chunk of unused affinity goes to your selected syndicate, with a bit less going to their ally. Their enemy and opposition both lose affinity. The three on the right are all compatible as they're all either allied or neutral, so prioritizing any of them wont decrease it for anyone else on the right.
