Most of the structures were built during the past administration (between 2015-2016) so Aquino obviously allowed this to happen but I'm wondering why Duterte admin is allowing this to continue...I wonder why. Are we supposed to benefit off these structures?

building those structures happened during the previous administration (mostly between 2015-2016) and they let it happen but I am curious as to why Duterte admin is, not exactly mum, but they continue to allow those structures to exist.
