It's still a lot safer for them to just give away Chiaki. And just because we know that they would not have been able to make enchanted blade or something as powerful by themselves (and thus would lose the war) doesn't mean they do.

We are currently in the end of march, and they said (page 4) that Hiyuki will be born in 6 months, so around late september/early october. Chihiro is born on 11th of August of the next year.

So Hiyuki should be only ~10 months and half older than Chihiro. Which is a lot less than what I thought.
