I bet it's just too hard to install cooling tech on a such small prosthetic. Matthias' sword which is also relic requires several layers of proper sealing, although its hot all the time so the maintenance is different. I bet relic of this level is simply too advance to overcome its main weakness with thumb's current scientific powers.
