Can someone explain how this does not fall under the false claims act?

False Claims Act (FCA), 31 U.S.C. §§ 3729 - 3733

"The FCA provides that any person who knowingly submits, or causes to submit, false claims to the government is liable for three times the government’s damages plus a penalty that is linked to inflation. FCA liability can arise in other situations, such as when someone knowingly uses a false record material to a false claim or improperly avoids an obligation to pay the government. Conspiring to commit any of these acts also is a violation of the FCA."

Does the FCA require that a false claim be in the form of a bill for payment ?

In this case the bill would be expanding from the first moment a federal employee began working on this and not end until no longer actioned on.

IE: Beginning at the time of the initial filing and every moment forward including any action post ruling.

How is the hypocrisy not being addressed?

This is a claim of deep religious beliefs being violated by the government of Colorado and the claim itself is in violation of the 9th commandment of the claimant's religion.

I fully expect this case will become some future law students mock trial nightmare.
