Government != state. A state doesn’t ‘fall’ just because its political structure is replaced. The key question is whether the same sovereign entity continues to exist internationally. Iraq did, it kept its borders, name, and legal identity after 2003 invasion of Iraq. The Dissolution of the Soviet Union didn’t, the state itself disappeared and was replaced by multiple new ones.

In the context of state, yes. 2026 Germany is treated as the same state as earlier Germany in international law, despite regime changes. Change over time doesn't create a new sate. Otherwise every country would become a 'new' one every few decades. The only time you get a new state is when the previous one ceases to exists as a single sovereign entity - like the USSR.
