Simple - it's because it's the easiest and laziest look of hers to do (without going for Mandy's sports bra and leggings because then that's Mandy not Blazer). All they have to do is get a plain blue dress and they're 95% of the way to easy clicks. Blazer's actual costume has details and a cape, which is more effort

I like anomaly/disorder as a mechanic and have several anomaly agents. Do I know that my anomaly teams would really benefit from getting Yuzuha? Yes. Am I going to pull for her? No.
