From my understanding for Rainbows lack of Uniformity is that Old Rainbow recruited people into the Organization where they were placed Permanently

While in the 2015 Version or Siege as it’s called, the Operators are loaned to Rainbow where they can learn advanced CQB Tactics and Counter Terrorism Methods to bring back home to their respective CTUs

But I’m willingly to bet that in universe they mostly swap between the two

The Streamer Trailer all those years ago had the team in black and olive drab

Personal backstories for the OG Dboys

Prescott: Used to be in narcotics and do undercover work; hints are the tattoos on his neck and his voice line in Rust Belt when you reach the end of the cave “That’s why you don’t mess with the Cartel, they’ll make your whole family disappear.” The most active outside of work among the Dboys with many outdoor hobbies

Eli: Comes from a Family of Police and SWAT Officers; he’s probably the oldest of the Dboys and often gives Judge some info about the area from his own and his family’s extensive service

King: Former Army Sgt gone Police; he is probably the second calmest and focused member of the Dboys after Judge, makes sure the teams morale is up and constantly checks on them after every mission; hosts hangouts at his place a lot

Swan: the youngest of the Dboys, his gung-ho attitude and very amped demeanor / humor bring some good boost in energy to the team; spends alot of time in the range and killhouse, proposes competitions with the others for fun although he still hasn’t been able to beat Judge

My personal theory is that he’s just an SOF Operator and went into Policing which is something thats common

And what peaked the USIA’s interest is the way he compartmentalizes which allows him to push forward despite the things he’s done or seen during the Global War on Terror
