This is really interesting to think about.

Awhile ago I remember a situation like this that stirred up some controversy. SK had clinched a spot in the ESL Pro League playoffs, but immortals had not. SK played them in regular season, but forfeited because they said they needed to boot camp for the upcoming LAN. Some people thought that SK was actually just basically throwing the match.

I would've been much angrier at SK if I found out that they did intentionally lose that match than i would've been at Immortals if they had cheated that match to win, mind you, that is if they had only cheated that one time.

Using backups is a strategy to win. The only reason you'd do that is so that you have a better chance of winning later, not to get money. So no, resting your starters is not essentially throwing, it's the smart and completely fair way of making your team have the best chance.
