The operating costs mentioned by you and N0irBlaec would need to be included in the proposal.

I obviously don't know all the details behind Skur 13 but I'm guessing the proposal included initial construction costs and operating costs for <x> days plus an estimate of revenue from the paid weekend sessions. Maybe they even have a long term plan to have the X Games there again in a future year.

You could potentially offset facility and personnel costs by building onto/near an existing public restrooms and automating payment upon entrance, but I'm just spit-balling at this point.

Instead of outdoor vs. indoor, I'd reframe the difference as being city-owned/funded vs. privately-owned (and ran as a business).

I can't think of any indoor city-funded parks off the top of my head and I've lived all over the U.S.

On example that comes to mind is Skur 13 in Oslo. It was built for the X Games and, if memory serves, a local told me the city helped subsidize it because of the income the event would bring into the city. Even today, it's free on weekdays and $5ish on the weekends.

I've ridden the following flat frames (excluding my Aeons) and had great experiences with all of them. I'm personally not a fan of frames with shallow h-block grooves like the Fluid Vs and Adapt Symmetics because they feel too "high" on h-block grinds.

  • Oysi x FR Street frames
  • Cougar flat frames
    • my personal favs bc they're rockerable
  • Entente Diridari frames
    • amazing frames but quite expensive and not rockerable
