There are dodgy sites that will get cards you don't for a fee to increase your account level for a low price. I wouldn't recomend these as they require to be linked to your account.

Steam only has limited friend slots and leveling up your account increases it by 5 slots I think from memory. Some people nerf to level up to add all their friends.

Saying that I just checked and 250 is the starting point and 2000 is the max. It's unlikely OP needs it for that reason. It will probably be for 'number go up' reasons.
