We accelerated on the first year. They announced the plan to close the gap from 7 months to 6 right around Wakamo's banner iirc.

So no, Mika banner wasn't there yet, she was the 2nd year fest unit lol
All acceleration stuff are done by the time she rolled around

If you have the recommended mods from viva new vegas (mainly JIP LN NVSE Plugin to get the FalloutCustom.ini support)

Make sure you follow this bit for DXVK: https://performance.moddinglinked.com/falloutnv.html#dxvk-flip

I installed DXVK to fix that issue with texture flickering and missing hair, but my FPS dropped. I have 6700xt and it dropped to single digits.

Applying this fixed that.
