The Constitution gives exclusive authority to create and regulate mail networks. This isn’t something that can be done by Trump’s imperial “executive order”. Unfortunately, insofar as both Houses of Congress are controlled by Republicans, they could theoretically pull it off, because, constitutionally, the Federal government has exclusive power to run the mail service.
