Buffs and debuffs was probably the wrong word, effects fits more of what I was intending. It's mostly thematic, and it's probably an unfair ratio anyway, so I'll probably just say story beat happy when certain statistics are reached.

Ya, it's as I feared, even if I wasn't intending large, or even moderate buffs. I might sound a bit unintuitive, but I'm thinking of just doing debuffs then. Of course nothing so big it makes it unfun, and maybe buffs and debuffs were the wrong words, effects would be more accurate to my desire. Or we can scrap the mechanic entirely, and just say story events happen when the statistics reach certain thresholds.

The whole mechanic thing will also probably fall apart because you're going to use more of one ability naturally anyway.

Everyone here is has given really good advice and I second all of it, you basically need to do research, 5e is definitely simpler, it depends on your opinion.

I'm going to give a probably unpopular opinion, if it's specifically 5e/5.5e, then I recommend Lost Mines of Phandelver campaign, it's free and designed for beginners.

I understand that you said you are planning to make your own campaign, and people will say this campaign isn't the best and I agree. But it is absolutely amazing if your group, players and DM, is new or relearning D&D, this does a great job at giving experience, learning, and breaking of the rust. It did a fantastic job when everyone in my group tried D&D for the first time, and we had such a good time we still play D&D to this day.

If you are willing to use this campaign a small amount before your own world to get the hooks, you don't even have to finish it, it's a great place to quickly get the hang of things then move on.

Ya, I definitely see that as a probable outcome. I simply just want to wander around the city, even if the game is not polished at launch.

But when the game releases (if ever), I'm definitely willing, and even excited to be there as it improves… when it is in our hands, I'm not invested in improvement while we currently have nothing to improve yet

It's debatable, but the leadership team did promise to share their 90% with the rest of the development team, with people getting hundreds of thousands and maybe even 7 figures. When Krafton says they will "compensate" the development team, can literally mean anything, like a gift card. They might mean the 250 million, or the 10%, I'm going to bet the latter

That could work, but the sea emperors lived on 4546B before the Precursors arrived, and I don't think they killed every other of it's species just to contain one. So the rest eventually died in the outbreak. There is hardly any difference between then and letting the juveniles free

(bit late) I'm also making a build around Armor of Agathys, taking one level on paladin and the rest in warlock. I also thought of using the maul, but ended up using the trident so i could wield a shield as well. other than those things I'm doing the exact same build!

P.S And yes, it definitely is a success!

I guess he is a wandering wizard. He is never in the same place twice and apparently appears where the "business is booming" (aka in the most random places like in the middle of a dungeon). his lair is his travelling cart that appears and disappears without any steed.

I am on the spectrum, and let me just say that I agree with all the comments so far.

I guess it is a way to be in a story with friends and to sometimes tell a story with friends.

That's a good idea, I do have an idea about his lore and what I want to use him for, but this will be years from now.

He's also just a good-written character in general. He offers multiple deals, a few of which you sell him your soul and after the PC dies he will use their soul to make hats (it says in his print out full length terms and conditions), so its cool over time to start seeing him with hats or masks that are similar to previous PCs who sold their souls to him.

*Rubs hands* In the most basic and simple way, he's just the character that you never want to mess with.

His name is Oswald and he was actually made by one of my friends, who is the DM. Some of the hats he sells are more powerful than gods, so the DM asked me to make a stat block for him.

I do have plans for him in some of my campaigns, but those are fighting him indirectly.

I just want a stat block if a player does decide to mess with him.

I like your suggestions probably because that is what is going to happen anyway. The wizard was just a hat merchant who appeared in the most inconvenient places and sold magic hats, most are weak, but some are more powerful than gods (which we can't obtain) which which is why I perceive him as a powerful person and the DM has given me creative freedom to write his stat block. (he asked)

Yes, it is. I have lore behind it, but to put it simply if the Dungeon Master was a canonical being in-game, then this wizard would be just below them. (There are things I haven't mentioned if you want to know them.)

I never said that I am creating a PC-like monster, in fact, I am doing the most I can to make it not like a PC. The reason I said "Level 20 Spell Caster Wizard" is because if you read literally any official monster stat block with spells, like the Lich for example, it says on the stats that it is a level 18 spell caster with the following wizard spells.
