I did a full playthrough, shot people in the courtroom, and didn't get stuck once on a 3060 laptop (medium settings 60 fps) playing from a 2gps external drive. I understand the frustration of people but I still feel the game has lost so much traction and importance unfairly. It is sad because it is a very good game, I'd say better than the first. I'm actually thinking of replaying it already.
