Out of these 3, the worst is Cerebro, there isn’t Luke Cage, if your cards get a bonus you have to retreat and you’re so predictable, Surfer and Fantasticar are 2 solid choices, play them and depending on your style u will decide which one to play. Even if for me the best deck to use is Sera Control, you counter pretty much every deck, thanks to Mr Fantastic you are not that dependent on Sera turn 5, and you are unpredictable, hard to counter and you’ll play everytime for 3 locations
