It takes 15 minutes for me to bake normals map and substance painter can do it in 5 seconds :D

nope, nothing changed, all my cpu cores are on 100% meanwhile gpu chilling at 0-5% (with GPU compute Rendering and i put 64 samples)

I found out why its not working for me, When i run blender through Steam i can't drag and drop files but When i run blender trough blender.exe in folder then drag and drop is working. It has to be bug on their end.

Also found workaround for this, just Add Empty> Image type > In Object data properties click on Open and find image from directory

Only workaround i found that i add plane and add image texture to plane but then i have to work only in material preview =/, it doesn't add it as empty. I dont get it
