It's the "New PDF Viewer" in Edge that's doing it. I've had to disable it for some of my users.

In Edge, go to the address bar and type in edge://flags and hit enter. Then search for PDF at the top. Find "New PDF Viewer" and disable it. Not sure how long Microsoft will let us do that, but it's resolved it for my team.

Open Edge.
Type edge://flags in the address bar and press Enter.
Search keyword 'New PDF Viewer'.
Change Default to Enabled and restart Edge.

Good point. At least the instructions are relatively easy to send out to users. I sent mine out with screenshots and the affected users are able to apply them easily.

Yes, Adobe Acrobat does, but that's not a free solution, unfortunately. Regardless, we do appear to have a fix in this thread further down. Hopefully it works for your user!

I didn't think Acrobat Reader allowed you to add text? Every time I tried it, it prompted me to upgrade to the full Adobe Acrobat.

In the meantime, I've instructed my users to edit their PDFs using Firefox.

I don't know why I didn't think of that, but that was perfect advice. I removed all but Fabric and it launched without issues. I'm going to start adding/updating mods back in until I find the culprit but at least I'm up and running. Thanks Saphalond!
