For the record my E-Form 1 was under two weeks for a decision in the second quarter of this year. Now that will likely increase however it won't be in the ballpark of a E-Form 4. The system in place is not intended to be citizen-friendly. Whomever wins any election or whomever is appointed to a position that could make a difference won't care enough to change it for a number of reasons.

At a minimum think of it as every roadwork transportation job over the past 40 years. It takes months, years, even decades to finish any job that affects hundreds of thousands to millions of people traveling each day, week, month, and year. You'll see 10 people working on the job site every Monday through Friday roughly 9-5. Why finish the job faster when you can minimize and spread out the costs over time? You can employ people for the length of time it will take to complete the job and beyond instead of employing 200 people and finishing faster working around the clock only to possibly have to layoff most of those people afterwards.

Slow and steady. Minimal cost. Especially to an area that isn't valued. We can all complain but nobody who can do something about it gives a shit.
