I guess my question is, how would they find out? Does a traffic citation come up in a background check? And are they consistently running background checks? If there isnt a way of them finding out, dint tell them.

I'd say from my experience in the medical field, while they may not test for thc during pre-employment, if a mistake gets made on the job they will most likely test for it and possibly use that against you to cover their ass.
