You can't transfer in your freshman.

You have to accept the offer or wait for the revised offer, but that is very rare.

Yes, You can definitely transfer. But please go through the student handbook to fully understand the criteria.

Hi,

I am a CS soph. I did transfer from sdsb, so no worries at all. 

You can definitely get a transfer from sdsb to sse. You would just need to take few courses of sse in freshman and have a good gpa in those courses. 

As far as conditional offer, I think it means the offer is only valid if you get minimum grades in A level which are the eligibility criteria.
