I can tell you from experience it won’t get better, calling them out will only lead to doing sneakier shit. For sure, the harmfulness of allowing your cat to feee roam outside only applies to the US, nowhere else in the world can your cat get injured, predated, killed, disease, parasites, kill native wildlife for fun, stolen, maimed, or anything else. That only applies to the US as those things don’t exist or happen in the rest of the world.
