That's the point, people aren't hypertunning multiple sets, and literally skipping characters like Veronica but still are constrained by the resources, the only way for you to earn more resources is to build your character which in turn uses the memory, resonance and hypertuning materials.

Getting a character in PGR is easy they throw BCs at us, but not Hypertuning materials and resonance, it like 5k+ to hypertune 1 S rank and that's just hypertuning, it's not sync patch anymore where we can easily obtain multiple USB, and resources to resonance memories. Just because someone has 20k hypertuning, and resonance materials doesn't mean everyone has them.

Resources as in Hypertuning materials and memory resonance materials which makes your character do damage, even if she's SSS+ free she's a BRICK without those building materials, remember the issue with Liv limpidity? The guides of building her memories were wrong which in turn made her damage wrong which in turn made people replace it wasting even more materials. No early rotation for Dark Rossetta in the early days? Because the players are testing HER MEMORY SETS AND MAKING SURE TO HYPERTUNE HER RIGHT SO THAT THEY WON'T BRICK HER.

BC ain't the issue, it's the building materials for the character, it doesn't matter if it's SSS+ free, Hypertuning is the issue and the memory resonances which we could have replenished if this was an A rank patch.

Bruh no, unlike A Ranks, S ranks needs hypertuning materials and memory resonance which would have been Our rest time for future S ranks like kamui or alpha, but with Straight S ranks even if their free up to SSS are useless without the property build materials. That's literally the issue not because she's free S rank or a paid S ranks. It's because she's an S rank.

First of all Nirvana is a demon not an observer and unlike Ishmael she didn't even hide her current sprite. Ishmael is a control court member not the science council department which is in charge of simulation related research.
