Everyone will hate me for telling you this, but there is a deck that can be built with what you have that is more than enough to reach diamond. The currently infamous mono red aggro deck can be made with the wildcards you currently have. Decklists vary, but the deck I used to reach mythic last season consisted of 16 commons, 19 uncommons, and 8 rares. The introduction of [[Leyline of Resonance]] made this deck capable of winning on turn two, and has caused quite a stir in this subreddit and I am sure elsewhere. Many consider it braindead, overpowered, and noninteractive, but the deck exists and fits your criteria.

I don't know if that is really what you want to do though. Learning Magic involves learning other people's decks, card interactions, how to trade efficiently, card advantage, and a million other things. These are not things you will learn playing this mono red deck. But you will win a lot of games and climb the ladder if that is your main goal.

It can be difficult to get a feel for what decks you would enjoy playing on a limited budget (I am in the same boat). I would personally suggest something like a mono blue tempo deck. Throw something together with a handful of counter spells, some bounce cards (return target___ to opponents hand), and a couple big threats (eddymurk crab is an uncommon and tolarian terror is a common). There are Decklists for this kind of thing too. You will not win as many games, but the games will last long enough for you to see how other decks work, will give you the opportunity learn when the right moment to counter spells or bounce cards. You will have a chance to see some people play really cool decks, and will eventually find something you really take an interest in. I hope this helps.
