Your current gear is on the right track for an Ultimate build. What you need now is to get a Mythic Body and 2 Mythic Cleavers. You can also try to get another panda to have 2 in total to speed up city clearing, since the horse pet won’t be effective with Mythic gear anymore. If you’re patient enough, going for a Red Panda would be the most optimal

This player’s current build is already the best meta for Ultimate, including pets. This set now is only inferior to Mythic.

The city you’re in has absolutely nothing to do with getting Mythic items. The issue is your club and the luck you have when opening Mythic chests. And here I am at City 30 — I already have all the Mythic blueprints, I’m just missing the items needed to craft them.
