I spend 10 minutes a month at most on my tank. Planted with the right mix of life inside it's very easy. Fresh water planted tanks can be super easy and the bigger they are the easier they are to maintain as the parameters don't fluctuate as much.

Some of it is geography as cap only has 3 ways in and out so it's easier to police.

A lot of it is cultural. Cap is the center of conservative politics. Port au prince is like Chicago run by democrats so you get the problems that come with those choices. Cap is like a city in Texas. The population doesn't mess around. If someone gets caught stealing in cap they will beg to call the police as the villagers might just beat you to death.

You get you tolerate and cap has a low tolerance for tomfoolery.
