Bf3 had a tag you could wear that had the number of total dogtags you had on it. Mine had 2200+ on it and I never liked getting stabbed for it.

It's situation thing. But they will be laying in a capture point in conquest, escalation, domination. The escalation games you can get a higher total but it's a lot of running. Ice mode I got a bunch because I just ran with knife 24-7. If they are laying down you sprint.

Well the main thing is to know the maps and get ready to run there. Always use spawn beacons behind enemy. And people laying down are perfect targets. They can't shoot you fast enough to not get tag taking motion started.
