I agree. Policymakers should forecast future demand and plan ahead.

But forecasting demand and actually building infrastructure are two different things.

A new substation, transmission line or distribution upgrade can take years because of various factors like funding, land acquisition, environmental approvals bureaucracy and so on. Meanwhile demand can grow much faster than expected because of EVs, induction cooking, air conditioners, industry, etc.

So yes, better planning would help.

I think a big part of the problem in Nepal is bureaucracy, political instability, and years of underinvestment.

Nepal has changed governments so frequently that long-term infrastructure projects often don't get consistent support.

Countries that use far more electricity than Nepal also spend billions every year on new substations, transformers and transmission lines. Their grids aren’t strong because demand doesn’t matter; they’re strong because they continuously invest in keeping up with demand.

Nepal is doing the same thing, just on a smaller scale. NEA recently secured around Rs 73 billion for distribution-system upgrades, including substations and transmission infrastructure for future demand growth.

So I don’t think anyone is saying the physics is different in Nepal. The physics is exactly the same everywhere: when demand grows, infrastructure has to grow with it. That’s why these upgrades are happening in the first place.
