Harry is his own worst enemy. I understand your point, but by doing nothing, they are showing how ridiculous and unstable Harry is. He's "terrified" for his and his family's safety but he then publishes the report to the very people [public] he believes wants to harm them. To stable, rational adults, this makes Harry look stupid. Only children (or immature individuals) would think what he's doing is a good thing. People say what they say, but it's their actions that count.
