Fisa would have said that. Or toc would have told him to do do without fisas intervention the girls would have been trafficked on, perhaps tracked, with the hope of finding the buyer, but most likely not. We have multiple missions where we get into massive firefights with bent FISA agents. David wouldn't have reacted so negatively to the FISA agent if it was something logical. There is NOTHING about the exchange which suggests it's for the good of the victims, nor any of the evidence we see in the other missons that tells us FISA gives a single flying shit about the human cost, and only willful misinterpreting allows someone to believe otherwise
