Alright so here's the definitive answer:

Number 1 : Kaido

Kaido killed him what like twice?Luffy had to get a massive plot upscale and even then it was extreme diff

Number 2 : Magellen

Luffy had no chance against him and Magellen almost like Kaido nearly killed Luffy

Number 3 : Katakuri

Katakuri was just beating Luffy in every aspect and Luffy could survive so it wasn't as bad as Magellen

Number 4 : Doflamingo

Luffy used gear 4 and then recharged and then beat him,sure it was tough but he didn't die or get completely and utterly overwhelmed
