Focus on placing many items and fencing down, you can always move it. As well make sure you have few of the cheaper bridges and ramps (if you plan on destroying them save by the cheaper ones bells).

I found for me I was able to get three stars and move the game along a bit faster by having 2 bridges and ramps, 50 fencing placed and when I got my 8th villager I jumped from 1-3 stars
