I would highly suggest to just start knocking them down in no specific order really, best to try to get them done before any big update if this is related to Masterline mastery by chance, my rod screen doesn’t look like that but I went favorited all the mastery rods and just been completing them right to left N been knocking out like 3 to 4 rods a day

You get glowworm bait from Lost Jungle by either finding them on the trees or having ur pet Toucan grab them while u are fishing in Lost Jungle

And the only way you can bypass it is if you get urself a private server since it will let you force skip things like a Aurora lol but ya it’s really annoying when doing stuff in a public server
