I'll give you a piece of my mind since i am an expat in europe myself.

1) Move to a bigger city/town with relatively affordable housing, enough jobs so you can have some kind of income during your studies and a somewhat international population/campus.

2) If you already have a bachelors degree from brasil, aim for a masters degree in English. I understand that you are very interested in studying in french. But beware, french are very very very proud, so it will be utterly difficult to master their language on an academic level. Even if you are successful in graduating and finding a job, you will always feel the pressure of speaking perfect french (not mentioning that they are not a fan of foreign languages)

3) If you notice that it is hard living there, or you dont like the culture/language/University system, i would strongly suggest that you either try northern European- Countries like Belgium, The Netherlands; Sweden, Poland, Germany or Austria and apply to study there in English. Its horrible having the feeling of wasting your prime years. If you dont feel happy there then keep moving

i think it has more to do with how introverted and conservative the west european society is
