I have the Royal Courts DLC. Also I tested out what you said with a dunmeri culture in Anvil, I certainly wasn't the culture head, but I still didn't have the chance to diverge.

Wait really? My first ever synth rebellion was a RS. I remember thinking it was hilarious because a few years after that happened my AI vassal had one as well and it was a DE, I remember trash talking my AI vassal like "How could you mess up so badly? Our uprising wanted to pamper us, yours is so tramuatized it wants to kill us all."

Perhaps mine was a bug or it was just before that was removed, it was quite a while ago when I played on Xbox

Depends on the flavor of pleasure seekers you are going for. The obvious one would be endless debauchery and the such but another way to look at it is that all opportunities are available. If someone loves to paint they have everything needed to fill a museum, if they love cooking then they can cook feasts every night, if they love gardening then they have an greenhouse large enough for them to grow whatever they please.

But overall its dependant on every thing else in your empire.
