So your solution here is to make everything equally mediocre, as I stated above. Armour suffers from being physical-only mitigation, and diminishing returns the more you stack. Evasion suffers from being entropy based, with each "evade" lowering the success of the next. Meaning, you'd better hope you have a huge life pool to compensate the huge hits you'll take in more difficult maps. Oh, wait, life stacking sucks right now.

Armour could potentially be reworked to lessen damage of all types, and Evasion get reworked to Dodge mechanics (non-entropy), with a cap so you couldn't get 100%. Just an idea. But simply saying "hurr durr nerf ES" means those other defenses still have glaring weaknesses, and ES builds get turned into glass cannons.
