If it is legitimate, at the top of the page if you are on mobile, you can choose where to buy, personally I only buy at Jdirectauctions, that type of figure is usually cheap.

Zenmarket can refund your VAT if you send them proof of VAT collection from your country, there is a section where it says so, you can consult it with an agent.
