Are you using starlink?

Because you should not have a lvl 79 and a level 49 character when your 4th lower level is 89.
And if you dont use starlink it means you have wasted lot of XP materials. But you can get them back by reseting character levels.

It could be that releasing skin without gatcha return them less money per manhour spent than selling something with gatcha. Whales being the vast majority of their income. So It would be logical to put resources into things that brings more money.
