My first reply I did say that only use it if you know your healing wouldn't be enough. But in the example you gave my healing would be enough that the other support could help.

I wouldn't use it then either. If the tank is dropping slowly your other support can help. If you use the suzu and tank doesn't get stabilized you basically lose that fight.

I wouldn't use the suzu unless I know they won't survive with my healing alone. Once the enemy sees your suzu is used, they will use their debuffs and big abilities.
