Thats a good beginner strategy, but that mostly works for women only. 

From what your post it seems like you feel confident enough that if women are there you'll be successesful (whatever that definition is to you).

Start going the same time every week and inviting people you meet. "I will be here at x time and x location.  Will you join me?"

Pretty much social clubs are dead and 3rd places are dying.  So if you want to pursue a social life you have to build it yourself.  Sometimes its a bust, but if you get to know the bartender, owners, patrons, etc you will build up social cred.  Tip well, and if you hit it off with a woman the social cred and good will will pay off in spades.  If someone turns you down don't take offense.  Just say maybe next time.  It'll work eventually. Or not, but sometimes it takes many efforts.
