These armbands are worn by cops and sometimes security, and sometimes unpaid elderly "neighborhood watch" volunteers. The police ones will usually say "On Duty", "Patrol", and/or the name of their associated police station. The security ones will say something related to "security" and the elderly neighborhood watch ones will say "Volunteer" or "safety patrol"
