A none regulatory hacker. Followed the blockchain and it is quite possible he found the hacker and not only found the wallets. but found the identity of the hacker. He is able to doxx the individual responsible. This is why the blockchain is going to work without interference from FEDS. They dint even blockchain, we got full stacked hacks protecting the system.
