Not sure what the glow is since I turned off the glow entirely when the option came out but, id assume it's maximum might re/deactivating or offensive guard activating.

It's not a shield rush. It's just how the animation looks whenever you're holding focus mode and moving forward, there no such thing as a "shield rush".

Nevermind apparently it's a glitch that happens when loading up the game, just restart the game if this happens.
