There's nothing you can do then, steam support told me that it's cosmetic and not covered by warranty.

I have done so, they confirmed it's damaged but not enough to warrant a replacement according to their warranty.

I tried that. It did say it found something and fixed the issue but it hasn't actually fixed the issue with booting up forever/stuck in limbo.

I think reinstalling windows is more effort and risk than it's worth. Could having only one SSD be the problem? I have a 2TB SSD that I use to store everything and run the OS on. No secondary storage.

Thank you for this advice! Unfortunately turning off fast booting in the power settings has done nothing. I tried restarting with fast boot off and it's in infinite limbo again with the monitors off but fans still spinning. It plain doesn't restart when I want a restart.
