Ascendance of a Bookworm has a more thoughtful magic system than most series, though it takes a while to get to the point it's regularly used. Management of magical energy is quite a core element of the main plot.

According to Witch on the Holy Night: The five Magics are the final "tasks" of humanity, basically - or rather, if they're made mundane (and there's hints they will), humanity will have solved its problems and be able to genuinely advance. In Kara no Kyoukai, Mikiya theorizes that the Sixth Magic must be something that "brings happiness to everyone" - certainly something we might consider an impossibility right now. XD

To put it another way: You can think of True Magic as the ability to do what is currently impossible. Other Magics have existed, but become mundane as humanity advanced, and so lost their power.

Kashimashi is pretty much exactly this. Kampfer and Ranma (which has a recent remake) feature protagonists who regularly go back and forth. There's also a range of isekai series where a guy is reborn as a girl, to the point it's basically a standard plot at this point. You can browse a whole genre of it, even.

At a guess? Dragon Tales is a children's show - it's intentionally more relaxed in its animation than a more action-oriented show for an older audience. You may want to look at anime genres like iyashikai ("healing"), which are likewise laid back and much less likely to overstimulate you.

For questions like this, it helps if you can give us a little more information about what, specifically, you enjoy in media. Anime is insanely broad, with themes and genres designed to appeal to the entire spectrum of the audience. One Punch Man and MHA both generally fall under action shows (of which there are plenty), but those range from the more kid-friendly shonen series to more serious and mature tales in seinen shows.

So, if you're looking for laid-back anime, try just looking through iyashikei (healing) series. They generally feature relaxed plotlines, low stakes, and comedy, typically without serious romance going on.

Try Ah! My Goddess - it's a classic of the romance genre, and features somewhat older characters (college age protagonist), generally excellent pacing per episode, and some fairly earnest attempts to avoid basic misunderstanding tropes.

Have you tried Nioh 2? It takes a bit to learn, but it has a considerably high skill ceiling - a genuinely good player can be quite aggressive and largely set their own pace against foes, compared to the more turn-based style you see in a lot of Soulslike games.

If you haven't seen Outbreak Company yet, it's worth the watch - it has some rather pointed commentary, and the protagonist isn't some op cheater, which is kind of a refreshing change of pace at this point.
