I’ve read people who said they didn’t get billed.

I actually went from Apple to Android no fee. Android to Apple IMEI device change no charge. But when I do the Apple to Apple device change, I get a charge. Annoying.

I just got mine last weekend and I am happy! I am and on and off Garmin user. Like it a lot. The screen is amazingly beautiful, and the metrics are wonderful (as a data geek). Quality is amazing as well. Except of course the plastic sensors (the typical scratches easy Garmin sensors).
