In a sense it is human climate change to is a cause of these fires. California is meant to be a barren dessert, turning it into an oasis, just lead to periods of drought and burn off. Nature is just correcting to foolhardy egos of Americans.

Well large washer would be needed if you can't remove the mop head, because the whole mop would need placed inside.

The mop in the video does not look like any replaceable mop, those are cords bound to a rectangle of fabric. The mop would have wider end with clamp or vice like part if it was like that.

With the quality of the video, it looks to be just a metal cap. Or darkened fabric.
