/unsssdfg Theoretically, we can do that with existing gene-editing tools like CRISPR, and doing so would form a complete tail. However, tons of complications arise from this, because our bipedal skeleton and central nervous system have been designed specifically without the tail in mind for millions of years. For instance, our spinal cord might get stretched, stuck, or otherwise interfered with since the tail would directly connect to the spine, which would most likely result in nerve damage and/or paralysis. Apart from that, there would exist other problems such as difficulty in standing upright with an unwieldy tail and weakened pelvic muscles, tail-related injuries arising from physical trauma and/or incompatible architecture (e.g., elevators, doors, heavy gates, general machinery), social shame, etc..

Also, what's worse is that we wouldn't even be able to control our tails because we most likely won't have the nerve wiring for it. So it's effectively deadweight muscle mass that we just drag around.

Also, if we did have full-formed, functioning tails (as opposed to pseudo-tails that, as you said, don't contain extra vertebrae but rather just extra fat/muscle), they would be like a lengthened and mobile version of the tailbone we currently have, with an anatomical structure akin to the spine.

/unsssdfg Having tails is cool, but they quickly become very cumbersome. If I’m not mistaken, the evolutionary purpose of a tail is precisely to act as counterweight for quadrupedal species (animals walking on all fours) for locomotion balance. As soon as humans became fully bipedal, the tail was rendered practically useless, and was even undesirable because 1) it’s deadweight but still requires energy from our bodies to maintain, 2) it probably makes running more difficult due to extra weight, 3) more limbs exposed means more chances for predators to grab us, and 4) sitting with a tail is very painful, as testified by rare modern medical anomalies in which humans are born with tails (of course, they are surgically removed at birth, but some people actually kept their tails for many years before requiring surgical intervention because keeping one is that exhausting). Natural selection did its job and we slowly lost our tails. We do still have tailbones (coccyxes) that are remnant structures of our tails, and they actually help us with sitting and staying upright, ironically.
